The Twelve-Day War, as a pivotal crisis in Iran’s contemporary history, profoundly transformed the nation's economic and social landscape while fundamentally altering the framework of national policymaking. The aftermath of this conflict necessitated a shift toward urgent reconstruction and economic reorganization, elevating socio-economic challenges into primary political priorities. This study seeks to answer: what form did post-war development take in Iran, and how did it reshape the structure and orientation of public policy?
The research argues that post-war development transcended a purely technical process of physical reconstruction, emerging instead as a dominant national strategy. The central hypothesis suggests that in the post-war Islamic Republic of Iran, development evolved into a comprehensive political project rather than a mere recovery plan. Rather than focusing exclusively on infrastructure, these policies pursued multifaceted objectives: systemic reform, social stabilization, and the enhancement of state capacity. Consequently, development served as a strategic mechanism for addressing accumulated crises and managing social demands. Ultimately, it became the central axis of governance, providing a key framework for redefining the complex relationship between the state, society, and economic processes in the post-war era.
