This article anatomizes the fundamental role of hidden diplomacy in Turkey’s foreign policy throughout the 2011–2026 period. The central research question examines how international order transformations and internal power shifts in Ankara have collectively led to the dominance of an intelligence-led activism paradigm over classical diplomacy. By utilizing James Rosenau’s Pre-theory and a qualitative descriptive-analytical method, this study scrutinizes Turkey’s active involvement in Syria, Libya, and the Caucasus, alongside its complex balancing act between NATO and Russia. Findings indicate that amidst the broader “de-Europeanization” process, the relative weights of the “Individual” variable (Erdoganism) and the “Role” variable (represented by MİT) have effectively superseded traditional governmental and societal variables. This profound shift has enabled Turkey to employ a “functional differentiation” strategy, successfully separating its declarative, identity-based public sphere from its operative, interest-based clandestine sphere. The research proves that hidden diplomacy in modern Turkey acts as a structural necessity and a postmodern “intelligence rationality” for survival within a volatile international order. Finally, by elucidating the “security-developmentalism” model, the article provides strategic foresight and practical scenarios for the Iranian foreign policy apparatus to engage intelligently with this evolving and multifaceted Turkish paradigm.
